Medellín removed 4,700 irregular outdoor ads: a stopper visible from the street counts as outdoor advertising
A stopper lives inches from the product; if it can be seen from the street, Law 140 treats it as outdoor advertising. Placement, material and mounting define its reach.

A stopper competes for attention inches from the product, not from the street. Its strength lies in interrupting the gaze directly in front of the shelf, where a promotion, launch or product feature needs to stand out among similar items.
Placement also changes the piece’s scope. Medellín reported the removal of 4,700 irregular outdoor advertising elements during enforcement actions published in September 2026 by Caracol Radio. A stopper intended for indoors should not face a public road without first assessing that condition.
Law 140 of 1994 treats advertising visible from public roads as outdoor visual advertising. The specific placement determines whether a piece becomes more than interior communication. There is no single rule that classifies every shelf stopper in the same way.
What are promotional stoppers?
They are point-of-purchase pieces that extend from a shelf, rack or other display to stop the eye. A stopper works when it flags a decision made at that very point: comparing an offer, noticing a launch or locating a category among nearby products.
It does not replace packaging, price signage or a complete activation. The piece is clearer when it concentrates one message readable at close range and lets the shelf, product and promotion do the rest of the visual work. In 2025, P&M Magazine described KOALA’s shift from red plastic frames to multisensory, interactive elements across a network of more than 2,600 Andean stores; a stopper can form part of an activation rather than replace it.

Do stoppers and shelf talkers mean different pieces?
In retail, both names can refer to a piece that breaks the visual continuity of a shelf. What matters is not the name but the exact point where the piece projects, because that determines usable size, its fixing method and visibility along the shopper’s path.
An overly wide piece can compete with nearby products or the shelf’s operation. Installation must preserve price visibility and normal access to merchandise. That is why a sample fitted to the actual shelf often reveals more than an isolated computer mock-up.
When do hanging stoppers work best?
Hanging models can make a message visible from a higher angle or from the aisle, as long as the fixture allows it. Their value depends on staying stable without obstructing the shopper’s route, the available height and the conditions set by each retail location.
A support, special cut or stiffer material changes the solution even when the message remains the same. Material and finish should match the intended display period. POPAI UK reported in 2026 that its Sustain® tool covered 37,898 projects and over 99.7 million finished displays, a sign of sector interest in waste and circularity; London Packaging Week also noted investment in materials and production, references that do not guarantee a material’s availability, certification or performance in Colombia.

What determines the price of promotional stoppers?
There is no per-unit price that can be compared across printers for this piece. The quote changes with quantity, size, material, cutting, installation and delivery date; two stoppers with the same artwork may need different processes if one hangs and another attaches to a shelf edge.
There is also no standard minimum run or lead time that applies to every project. A useful quote describes the finished piece and the delivery conditions, including material alternatives when relevant. Production of retail stoppers and point-of-sale displays is defined through those variables before printing and installation.
